The British Embassy Amman is seeking a highly motivated and enthusiastic individual for the position of Shared Security Project Officer under the Conflict, Security and Stability Fund (CSSF), job grade Executive Officer (HEO).

About CSSF

The CSSF is a unique cross-government Fund tackling some of the most complex challenges to national security and international peace and stability faced by the UK and our partners around the world. These threats range from terrorism and serious organised crime, to newer evolving challenges such as cyber and the destabilising potential of climate change and the COVID pandemic.

Over the last six years, the CSSF has transformed the way the UK responds to national security threats, including from conflict and fragility overseas. In the last FY, CSSF funding has, for example,  supported peacekeeping missions in Somalia and Mali; helped the extradition from Libya and subsequent conviction of a perpetrator of the 2017 Manchester Arena bombing; enabled the National Security Communications Team’s modern slavery campaign to deter human trafficking, contributing to the rescue of over 400 potential victims and saving the UK c£134m; and supported the Colombian government to address illegal deforestation and promote sustainable forest livelihoods.  More information can be found in the CSSF Annual Report 2020-2021.

This year, with a global budget of £875m, the CSSF is operating in 106 countries. The CSSF Jordan Programme budget is provisionally set at £40m from 22/23 to 24/25 and is a fully cross-government portfolio. The Fund works towards both National Security Council objectives such as Protecting our People and Projecting our Global Influence; and UK Sustainable Development Goals, including promoting just, peaceful and inclusive societies, and achieving gender equality and empowering all women and girls.

About the role

This exciting role will see the jobholder delivering CSSF’s Shared Security and Stability support directly connected to the objectives set out in the UK-Jordan Country Plan and the UK’s Integrated Review.

Working with colleagues in London and Amman, the jobholder will be responsible for supporting the delivery of CSSF funded projects within the Shared Security and Stability Programme. The programme is central to delivering the objectives set out in the Shared Security campaign goal of the Jordan Country Plan. Project delivery will primarily focus on policing, making a significant contribution to UK objectives on women, and peace and security. The jobholder may also be asked to support projects across the wider CSSF network in Jordan.

The programme also has strong gender focus and the jobholder will be responsible for ensuring compliance with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.

The CSSF is a high risk, adaptive fund, and the jobholder will need to flex to rapidly emerging opportunities and risks, adapting project plans and demonstrating excellent networking and stakeholder management skills. This role provides an excellent opportunity to consolidate programme knowledge and expertise and gain exposure to working across government.  

 

Duties and responsibilities:

Working closely with/reporting to the Programme Manager, the jobholder will:

  • Support the Programme Managers to deliver projects using CSSF and Foreign, Commonwealth and Development Office (FCDO) tools and systems to ensure sound financial management and value for money; effective and on-time delivery by implementing partners; monitoring, evaluation and lesson learning (MEL); risk management; compliance with safeguarding standards; gender and conflict sensitivity.
  • Scrutinise financial information received from implementers and resolve problems to ensure funds are spent well and deliver value for money.
  • Analyse information from the projects and the wider context in order to accurately report results. Identify improvements and make decisions so that projects deliver the greatest possible benefits for Jordan and the UK. Organise and attend project-related events, including undertaking field monitoring visits of implementing partner activities.
  • Work with specialist advisors on MEL, gender, and conflict and stability to continuously develop the evidence base for our projects and programmes. Encourage experience sharing between project partners and staying abreast of research and developments on Jordanian politics and the economy.
  • Provide high-quality written and oral briefing to the Ambassador and senior British officials on the projects you deliver. As programme level communications lead, effectively communicate the successes of all CSSF projects to a wider audience and support high-level visits.
  • Respond flexibly and actively to evolving priorities and needs.
  • Contribute to the Embassy’s corporate objectives such as the British Embassy Amman’s People Plan.

Eligibility:

If you are selected for this position, we will be able to employ you as long as:

  • You have the right to live and work in Jordan; and
  • You receive the appropriate level of security clearance.
  • Fluency in English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Experience of working on, or in support of, policy and programme management and delivery in Jordan or the Middle East and North Africa (MENA) region, preferably as a donor or implementer.
  • Experience of working with international delivery partners, government institutions, external stakeholders, and/or international donors. Ability to maintain a range of contacts and build effective working relationships with project implementers and wider stakeholders.
  • Ability to identify and manage risk, in compliance with programme management best practice.
  • Ability to synthesise information, identify key issues, and propose next steps and solutions to problems.
  • Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others. Collaborative approach to colleague and stakeholder partnerships.
  • Excellent interpersonal and communication skills, with a strong customer focus.
  • Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
  • Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
  • Holds at least a bachelor’s degree or equivalent level of academic, and/ or professional experience.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of JOD 1,633 per month based on a 37 hours per week.

Salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be provided at interview if necessary.

This role is for a full-time employment, on a permanent contract. The successful candidate will be subject to a 90-days probationary period (as appropriate). The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have a right to live and work in Jordan.

Normal working hours at the Embassy are Sunday to Wednesday 08:00-15:30 and Thursday 08:00-15:00. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

The Embassy follows a 70-20-10 model of learning. Your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources and guidance to ensure you continue your learning and achieve your full potential.

The successful candidate will have access to existing and new Project & Programme Management L&D, e.g. CSSF Programme Managers course (UK or regional) and Commercial Procurement training. You will also have the opportunity to participate in programme annual reviews to assess the performance of other CSSF programmes across the region.

The team has its own L&D budget and the CSSF’s Joint Funds Unit and the OCSM offer a range of learning opportunities and formal courses to support the technical aspects of programme management as well as the principles of the UK approach to stabilisation and conflict. The successful applicant will be expected to take some of these.

The successful candidate will also be encouraged to undertake developmental training and get involved in BE Amman corporate activities that offer an opportunity for professional development.
